Tooltips Toggle and Delay Adjust

Tooltips are those little notes that pop up when the mouse hovers over a control. They can be useful when you are learning a program, or for seldom-used controls. But they can also be annoying if they pop up when you don't want or need them. This control allows you to toggle them on and off. You can also do that via ALT+SHIFT+T.

The control to the right of the button allows you to specify how long the mouse should hover over a control before the Tooltip is activated. The default is 500 msec.
